Strategic Framework
The Strategic Prevention Framework State Incentive Grant (SPF SIG) is a Substance Abuse and Mental Health Services Administration (SAMHSA) funded program designed to enhance the prevention infrastructure and service delivery system throughout the state by developing and implementing an evidence-based Strategic Plan.  The Framework follows a five-step process of assessment, capacity building, strategic planning, implementation, and evaluation laid out by SAMHSA, interwoven with a core of cultural competency and sustainability.

  • Lifespan and population focus: youth and adults
  • Community-level change
  • Systematic strategic planning process using SPF as the framework
  • Deliberate process to collect, analyze, interpret, and use data to drive State efforts
  • Encourage programs, policies, and practices

  • Increased/retained employment or return to/stay in school
