Strategic Framework The Strategic Prevention Framework State Incentive Grant (SPF SIG) is a Substance Abuse and Mental Health Services Administration (SAMHSA) funded program designed to enhance the prevention infrastructure and service delivery system throughout the state by developing and implementing an evidence-based Strategic Plan. The Framework follows a five-step process of assessment, capacity building, strategic planning, implementation, and evaluation laid out by SAMHSA, interwoven with a core of cultural competency and sustainability.
